This is a tough one. Obviously we don't want to encourage young girls to be sexually active. OTOH, at least they aren't getting abortions.
It seems to me the primary concern should be what is best for the baby, however imperfect the circumstances may be. That means helping the mother take care of herself physically, learn how to be a responsible parent, and continue her education.
